1. Go to the room up up from the middle of COE It contains a speaker system, and usually a shady looking man
2. Say Kiraa Rei
3. go east east north
4. say Kiraa Rei again
5. go west and wait for the bounty hunter to spawn (he's a very low chance)
   
6. kill him, and he drops the Bag of Holding
